His ICT work focuses on legal aspects of reforms in information and communications technologies, including the enabling environment for ICT infrastructure and services, Internet governance, human rights on the Internet, new technologies, competition regulation involving ICTs, Critical Infrastructure/Network Security and Alternative Dispute Resolution.
His project work at the Bank spans more than 85 countries. He was seconded from the Bank to the UN's Working Group on Internet Governance and acts as the Bank's Observer to ICANN's Government Advisory Committee (GAC), the Multistakeholder Advisory Group of the UN's Internet Governance Forum secretariat as well as to UNCITRAL's Working Group on e-Commerce.
He is the Chair of the Internet Governance Task Force of the Cyberlaw Committee of the Business Law Section of the American Bar Association.
He received his BA and MA from The Johns Hopkins University, his JD from the University of Wisconsin and also studied at the London School of Economics and the Hague Academy of International Law.
Prior to joining the Bank, Mr. Satola was in-house counsel for a major global telecommunications company responsible for investments in Latin America and Europe, was in private legal practice in both North America and Europe principally advising on telecommunications joint ventures and was the legal advisor to a human rights NGO.
He has published articles, chapters and books on legal aspects of ICT reforms.

Ambassador Kirk was nominated to be United States Trade Representative by President Barack Obama and was confirmed by the United States Senate in 2009. His economic development efforts helped secure more than 45,000 jobs and investment of more than $3.5 billion in Dallas. To protect citizens he increased the public safety budget by $128 million, and while he was Mayor, Dallas saw its lowest crime rate in 20 years. Previously, Governor Ann Richards appointed him as Texas Secretary of State, he served as a legislative aide to U.S. Senator Lloyd Bentsen and he was named as chair of Texas' General Service Commission. Ambassador Kirk also served as a City of Dallas assistant city attorney.
Prior to joining USTR, Ambassador Kirk was a partner at Vinson & Elkins LLP, where his principal area of practice was public finance and public policy.
In 2014, Ambassador Kirk was named one of the "28 Men of Change" by BET Networks and ICON MANN in a special initiative for Black History Month featuring "inspirational figures" from multiple countries and a wide array of industries. The initiative shared "the journeys of 28 contemporary trailblazers whose formula for success includes empowering others, and who credit their personal and professional advancement to their continued investment in philanthropy." He has been actively involved in the community and has been recognized by a number of state and national organizations. He is currently serving as a Trustee for Austin College and the University of Texas Law School Foundation as well as the Advisory Commission for the Center for American Progress.
Ambassador Kirk was featured in Law360 as part of its Minority Powerbrokers Q&A series in 2014. He has been named one of "The 50 Most Influential Minority Lawyers in America" by The National Law Journal and one of the nation's top government relations lawyers by The Best Lawyers in America. He is the recipient of the University of Texas Distinguished Alumni Award, Woodrow Wilson Center for Public Policy's Outstanding Public Service Award, the Young Texas Exes Award, and the Austin College Distinguished Alumni Award. Ambassador Kirk also received an Honorary Doctor of Humane Degree from Austin College and the Mickey Leland Leadership Award from Texas Southern University.
Ambassador Kirk was born and raised in Austin, Texas, where he received his Bachelor of Arts degree in political science and sociology from Austin College in Sherman, Texas. He received his law degree from the University of Texas School of Law in 1979. He is married to Matrice Ellis-Kirk, and they have two daughters, Elizabeth Alexandra and Catherine Victoria.

A key focus is aligning Cisco’s security organisation to capitalise on the company’s breadth of capability and credibility to address security as a fully integrated architecture, enabling Cisco’s customers to go faster and capture the opportunity of key market trends like digitisation.
Scott joined Cisco in September 2010 as Regional Manager for Emerging Markets taking Cisco’s Secure Next generation Data Center and Cloud Computing offerings in to the Middle East, Africa and Russian markets. Over the last two year’s Scott led a team of sales specialists and consulting engineers to take the same innovative solutions and go-to-market structure that worked in Data Center for customers, across Cisco’s adjacent portfolios in Networking and Collaboration.
Scott has over 19 years of experience in Information Technology sales and consulting. His technology background includes Data Center Infrastructure, Security and Management, Middleware and Application technologies.

Mr. Soufan had a distinguished career in the FBI, including serving on the Joint Terrorist Task Force, FBI New York Office, where he coordinated both domestic and international counterterrorism operations. He often operated out of hostile environments and carried out sensitive extra-territorial missions and high-level negotiations, and has received numerous awards and commendations for his counter-terrorism work. These include the Director of the FBI's Award for Excellence in Investigation, the Respect for Law Enforcement Award for ""relentless pursuit of truth and bringing terrorist subjects before the bar of justice,"" and a commendation from the U.S. Department of Defense that labeled him ""an important weapon in the ongoing war on terrorism.
Mr. Soufan has testified before the U.S. Congress, Presidential Commissions, the British Parliament's Home Affairs Committee, and appeared as an expert panelist and as a guest speaker at international security forums, both in the U.S. and abroad. Mr. Soufan's work has also been detailed in several non-fiction books, including ""The Looming Tower"" by Lawrence Wright.
Mr. Soufan's book, The Black Banners, (Published September 12, 2011, by WW Norton and Penguin), was selected as a book of the year by The Sunday Times. About the book and Mr. Soufan, Harpers Magazine wrote: ""To those inside the U.S. government Soufan has long been something of a legend. He conducted the most effective and fruitful interrogations of al Qaeda suspects during the war on terrorism."" In April 2012, Ali Soufan was announced as the recipient of the ninth annual Ridenhour Book Prize.
Mr. Soufan is an Honors graduate from Mansfield University of Pennsylvania where he received undergraduate degrees in International Studies and Political Science. He is a Magna Cum Laude graduate of Villanova University where he received a Master of Arts in International Relations.

Ms. Gillespie also leads the Health Insurance Exchange Team at MLA, a unique cross-practice group focused on the regulatory and implementation requirements of health insurance exchanges. This first-in the-nation team is working with clients and thought-leaders to prepare for the changes that will impact the health care industry, insurers, employers and businesses as health insurance exchanges are established post-federal health care reform.
Before joining the firm, Ms. Gillespie served as counselor to former Massachusetts Governor Mitt Romney. As a key advisor to the Governor, Ms. Gillespie played a leading role in the development of Massachusetts health insurance reform. She also served as senior advisor to the governor on policy and legislative matters, including transportation and homeland security policy.
Ms. Gillespie's recent experience also includes serving as the senior federal relations official for the 2002 Salt Lake City Olympic Winter Games and the 1996 Atlanta Olympic Games, as well as advising both the 2012 New York and 2016 Chicago Olympic Bid Committees.
Gillespie holds a B.A. from Trevecca Nazarene College and an M.A. from Auburn University.
