Lead Counsel, ICT Legal Advisor, World Bank

David Satola is Lead Counsel, (ICT Legal Advisor) in the World Bank Legal Department and head of the Conflicts of Interest Office at the World Bank.

His ICT work focuses on legal aspects of reforms in information and communications technologies, including the enabling environment for ICT infrastructure and services, Internet governance, human rights on the Internet, new technologies, competition regulation involving ICTs, Critical Infrastructure/Network Security and Alternative Dispute Resolution.

His project work at the Bank spans more than 85 countries. He was seconded from the Bank to the UN's Working Group on Internet Governance and acts as the Bank's Observer to ICANN's Government Advisory Committee (GAC), the Multistakeholder Advisory Group of the UN's Internet Governance Forum secretariat as well as to UNCITRAL's Working Group on e-Commerce.

He is the Chair of the Internet Governance Task Force of the Cyberlaw Committee of the Business Law Section of the American Bar Association.

He received his BA and MA from The Johns Hopkins University, his JD from the University of Wisconsin and also studied at the London School of Economics and the Hague Academy of International Law.

Prior to joining the Bank, Mr. Satola was in-house counsel for a major global telecommunications company responsible for investments in Latin America and Europe, was in private legal practice in both North America and Europe principally advising on telecommunications joint ventures and was the legal advisor to a human rights NGO.

He has published articles, chapters and books on legal aspects of ICT reforms.

Khalid Al-Hashimi has more than 18 years of experience in the Information Technology field, with particular expertise in cyber security, information infrastructure and ICT systems planning. In his role as Under Secretary for Cyber Security-QCERT, Qatar's National Program that safeguards the country's information and communications systems. Khalid leads a team that works closely with government agencies, financial institutions, energy sector, businesses, and citizens to address cyber security risks, protect sensitive information, and ensure the safety of children on the Internet.

Khalid has been instrumental in the development of a national strategy for cyber security, focusing first on critical sector services within the country. Recognizing that cyber security is not confined to national boundaries, he has worked closely with many security teams worldwide to develop integrated response systems and a robust information network as well as participated in drafting Cyber Security related Laws.

Khalid played an imperative role to establish GCC CERT Committee and was appointed chairman for the 1st year; the committee addresses cyber security threats in the Gulf region. Further,

Prior to joining ictQATAR, Khalid worked as the IT Operation & Support/Security Executive Manager for the 2006 Asian Games in Doha where he was in charge of the overall planning and execution of IT operations for the event. Khalid was an active member of the Qatar Armed Forces and served as an IT Manager for the Armed Forces before being retiring at the rank of Lt. Colonel (Air/Eng.)

A Qatari citizen, Khalid holds a Master of Science in Software Engineering from the University of Michigan (Michigan, USA), a Bachelor of Computer Science from University of Ohio (Findlay, USA) in addition to domain certification in CISSP, CISM, and ITIL.

Captain Engineer Medawi holds a bachelor's degree from the College of Engineering at the University of Qatar, majoring in Computer Science, Medawi started his career work at the Ministry of Environment and was acting head of networks and applications for the information systems department.

Medawi then moved to Ministry of interior and was assigned to work as an officer of cyber-crime investigation center at the criminal investigation department.

He participated in many seminars and workshops specialized in fighting cyber-crime, he also participated in numerous courses and conferences on the evidence and digital exchange of information and the use of the internet fighting against crimes and terrorism, addition to participating in scientific symposium on the use of internet to combat drugs. Moreover, participating in the discussion of updating Cybercrime Law - Qatar (2014).

Hector Rodriguez is the Regional Risk Officer for the CEMEA region based in Dubai, UAE. With over 20 years’ risk management experience in the payments industry, Hector specializes in Credit Settlement Risk, Enterprise Risk Management and Payment System Risk, including Data Security, Brand Protection and Cyber Investigations.

Since joining Visa in 2003, Hector has held several senior leadership positions with Visa’s Risk team. Most recently, he was Head of Global Risk Strategy and Analytics, leading a team responsible for setting and driving Visa’s payment system risk and CNP strategies, strategic analytics, Risk’s government engagement, as well as reporting and communications. Before that, as Head of Global Third Party Risk, Hector was responsible for evaluating third parties’ compliance with Visa risk requirements, focusing on validation of compliance with Payment Card Industry security standards.

Prior to joining Visa, Hector held several roles in fraud and operations management with the Electronic Bill Payment and Presentment group at Metavante Corporation.

Hector holds a Bachelor of Science in International Business and an MBA from United States International University in San Diego, California.

Drawing on over 15 years of experience in offensive and defensive information systems security, Frank Dick currently leads the ECB Security Engineering Team and supervises the banks security engineering and security testing processes.

Frank, who started his information security career in 1999, designed and implemented network security solutions for major banks and insurance companies. Later, between 2005 and 2008, he acquired deep technical expert knowledge in the field of vulnerability research and security testing by working for a leading security consultancy company on a wealth of unique security projects around the world.

In 2008, Frank joined the ECB as security expert in the Security Governance team where he lead several task-force groups assessing the security of key business systems and introducing new ESCB-wide security policies.

A four-term member of the U.S. House of Representatives, John Sweeney pulls from his wealth of experience to provide world-class legal services to individuals and businesses. Additionally, he provides representation to federal employees in various employment and labour issues, such as discrimination, sexual harassment, equal pay, adverse action, Title VII claims, and Inspector General (IG) Investigations.

In 1998, John was elected to represent New York's 20th Congressional District, which covers parts of 10 counties, including Saratoga, Rensselaer and Columbia counties. During his eight years in Congress, he became a member of the influential House Appropriations Committee and served as vice chairman of its Subcommittee on Transportation, Treasury, Housing and Urban Development and Related Agencies. He was also assigned to the Homeland Security and Foreign Operations Appropriations Subcommittees. Through his first-hand knowledge of Congress' committee process, John is ideally positioned to effectively assist individuals and businesses through demanding and sometimes daunting congressional investigations.

Prior to being elected to Congress, John served as then-Gov. George Pataki's deputy chief of staff. Mr. Pataki in 1995 also appointed Sweeney as New York State's labor commissioner, in which position he ran an agency that employed 5,100 workers and operated on a $733 million budget. John's leadership at the New York State Department of Labor provides him with the unique perspective of how government agencies approach employment issues, giving him an advantage in representing federal employees in their own employment litigation.

From 1992 to 1995, John served as the executive director and chief counsel of the New York Republican State Committee, where he played an important role in Rudolph W. Giuliani's 1993 mayoral and Mr. Pataki's 1994 gubernatorial campaign. He received his juris doctorate from the Western New England School of Law in Springfield, Mass. and his bachelor's degree from Russell Sage College in Troy, N.

Previously, Mr. Kelly worked with Juniper Networks and led efforts to establish an effective public sector business development strategy within the state, local and education markets of North America.

Mr. Kelly has 15 years of public service with the State of Texas' Office of the CIO. As the Managing Director of Communications Technology for the State, Mr. Kelly was responsible for establishing and overseeing the delivery of communications technology and security services in support of all State government agencies and subscribing educational organizations and local governments across Texas. Mr. Kelly's contributions as a technology visionary facilitated the cost effective and timely delivery of the technology solutions needed by hundreds of public sector organizations, supporting thousands of mission-critical applications and government services. In recognition for his innovative achievements, Mr. Kelly was the recipient of the Center for Digital Government's Best of Texas award in 2006 and Best Solution award from Government Technology in 2009.

Mr. Kelly has served on several boards and is a past Southern Region President for the National Association of State Technology Directors. He previously served as an Ex-Officio Commissioner for the State of Texas' Commission on State Emergency Communications and Board Member for the Greater Austin Area Telecommunications Network.

Janet Williams joined Torchlight as a Non-Executive Director in November 2012 from the Metropolitan Police Scotland Yard where she was Deputy Assistant Commissioner Security and Protection as well as National ACPO Cyber-Crime Lead for UK Law Enforcement.

Janet led the Security and Protection Commands through a most demanding time in its history including the Papal visit, Royal Wedding, HM the Queen's Diamond Jubilee and the Olympic and Paralympics games 2012. She led the police planning for Olympic site and venue security, covert policing, VIP protection and International Liaison with all 204 participating countries, all of which received international acclaim. In 2008 Janet formed the National Law Enforcement Cyber Crime Capability, securing government investment, staffing and a unique public/private partnership that led to outstanding outcomes and an international reputation for excellence.

Previously Janet was the operational lead for all specialist crime units at Scotland Yard where under her leadership her units delivered outstanding performance. She was commander Special Branch and has broad counter terrorism experience at both strategic and operational levels under pinned by an intelligence background and extensive cross government coordination experience on the management of risk.

Adrian has built on the experience gained from 24 years' service with the Royal Navy specialising in Communications, Information Systems and Intelligence to develop a niche specialism in cyber security and the Projection of power and influence in cyberspace.

A Certified Information Systems Security Professional, he has worked for both governments and industry advising on computer security and Information Assurance with a particular interest in education and training as a method of countering the cyber threat. He is a frequent visiting speaker on both military and university courses in which he aims to raise awareness of the techniques used by cyber criminals and of the need to improve personal security online.

A firm believer in Continuous Professional Development, Adrian has undertaken an uninterrupted programme of academic study and research over the past 14 years. He is currently reading for both a BSc in Intelligence and Security at Staffordshire University and a PhD in the projection and measurement of national cyberpower with Coventry University, for which he has had papers accepted for publication in numerous International Journals. Previously he has been awarded a BSc (Hons) with the Open University in Computing and Information Technology, an MA in Business and Computing with Portsmouth University and has an MSc with both Cranfield University in the Design of Information Systems and Kingston University where he studied Technology (Maritime Operations). Mr. Mirza is a Computer Science graduate from King Fahd University of Petroleum and Minerals (KFUPM - Dhahran, Saudi Arabia). With a passion for GCC-based research and innovation, he has been serving the Information Security / Cybersecurity requirements of the GCC Financial Sector for over 20 years. During this time, he has also contributed to the region via numerous speaking events providing insight on current and emerging threats specific to GCC based organizations.

Mohammad Amin Hasbini joined Kaspersky Lab in 2013 as a Senior Security Researcher in the Global Research & Analysis Team (GReAT). Amin is responsible for Kaspersky's expert positioning in the Middle East, Turkey and Africa, as well as research development and knowledge support of the regional office in Dubai, UAE.

Prior to joining Kaspersky Lab, Amin was a Senior Security and Privacy Consultant at Deloitte & Touche ME and before that a Security Engineer at DataConsult Lebanon. Amin lead many infrastructure, security consulting and penetration testing projects for government entities, banks and service providers especially in the Middle East and the GCC region. He is also a trainer for information security courses, like Forensics and malware analysis, EC-Council Ethical Hacker and Cisco CCNA Security.

Amin is specialised in Cyber Threat Intelligence and targeted attacks mitigation. Ahmed Bouridane received an "Ingenieur d'Etat" degree in electronics from "Ecole Nationale Polytechnique" of Algiers (ENPA), Algeria, in 1982,

an M.Phil. degree in electrical engineering (VLSI design for signal processing) from the University of Newcastle-Upon-Tyne, U.K., in 1988, and

an Ph.D. degree in electrical engineering (computer vision) from the University of Nottingham, U.K., in 1992. From 1992 to 1994, he worked as a Research Developer in telesurveillance and access control applications. In 1994, he joined Queen's University Belfast, Belfast, U.K., initially

as Lecturer in computer architecture and image processing and later on he was promoted to Reader in Computer Science. He is now a full Professor

in Image Engineering and Security and leads the Computer and Electronic Security Systems Group at Northumbria University at Newcastle (UK),

and his research interests are in imaging for forensics and security, biometrics, homeland security, image/video watermarking, cryptography,

steganography/steganalysis for secure communication and visual computing. He has authored and co-authored more than 300 publications and one research book on imaging for forensics and security.

Ken joined the firm in 1998 and has held roles in the UK firm and Financial Services prior to his current role. Ken has been involved in a wide range of client assignments including: a six month secondment to a leading UK bank as Chief Information Security Officer; running the outsource of the BBC technology function to Siemens; and providing assurance over Vodafone’s global SAP implementation. Ambassador Kirk focuses on providing strategic advice to companies with global interests. Prior to joining the firm in April 2013, Ambassador Kirk served as the 16th United States Trade Representative (USTR) and was a member of President Obama's Cabinet, serving as the President's principal trade advisor, negotiator and spokesperson on trade issues.

Ambassador Kirk was nominated to be United States Trade Representative by President Barack Obama and was confirmed by the United States Senate in 2009. The office of USTR is responsible for the development and oversight of U.S. trade policy, including strategy, negotiation, implementation and enforcement of multilateral, regional/bilateral and sector-specific trade agreements. Ambassador Kirk successfully negotiated the conclusion and Congressional passage of trade agreements with Columbia, Panama and Korea, and Russian's entry in the World Trade Organization. He was also responsible for U.S. trade policy involving agriculture; industry; services and investment; intellectual property; environment; labor; development and preference programs.

Ambassador Kirk draws upon more than 30 years of diverse legislative and economic experience on local, state and federal levels. As the first African American Mayor of Dallas from 1995 - 2001, he earned a reputation for bringing together diverse coalitions to get things done. During his tenure as Mayor, Ambassador Kirk expanded Dallas' reach to the world through a range of trade programs, including numerous trade missions. He also passed seven budgets that focused on the critical needs of the city while maintaining and even lowering taxes. His economic development efforts helped secure more than 45,000 jobs and investment of more than $3.5 billion in Dallas. To protect citizens he increased the public safety budget by $128 million, and while he was Mayor, Dallas saw its lowest crime rate in 20 years. Previously, Governor Ann Richards appointed him as Texas Secretary of State, he served as a legislative aide to U.S. Senator Lloyd Bentsen and he was named as chair of Texas' General Service Commission. Ambassador Kirk also served as a City of Dallas assistant city attorney.

Prior to joining USTR, Ambassador Kirk was a partner at Vinson & Elkins LLP, where his principal area of practice was public finance and public policy.

In 2014, Ambassador Kirk was named one of the "28 Men of Change" by BET Networks and ICON MANN in a special initiative for Black History Month featuring "inspirational figures" from multiple countries and a wide array of industries. The initiative shared "the journeys of 28 contemporary trailblazers whose formula for success includes empowering others, and who credit their personal and professional advancement to their continued investment in philanthropy." He has been actively involved in the community and has been recognized by a number of state and national organizations. He is currently serving as a Trustee for Austin College and the University of Texas Law School Foundation as well as the Advisory Commission for the Center for American Progress.

Mr. Soufan is a former FBI Supervisory Special Agent who investigated and supervised highly sensitive and complex international terrorism cases, including the East Africa Embassy Bombings, the attack on the USS Cole, and the events surrounding 9/11. Mr. Soufan also serves as a member of the Homeland Security Advisory Council. He is the author of The New York Times Top 10 Bestseller, ""The Black Banners: The Inside Story of 9/11 and the War Against al Qaeda."" He is regarded as a leading national security and counterterrorism expert, and continues to play a significant advisory role on today's most sensitive issues.
